Tuuba the Hutt is a capo of the Hutt crime syndicate and a noted gambling addict dropping Star Destroyer-sized bets all over the galaxy. He wagers from Pantano to Bespin, Naboo to Nal Hutta, Corellia to Czechoslovakia (and back!).
History
Tuuba the Hutt was born centuries ago on Nar Shaddaa. After years of crime and politicking, he's ascended to a prominent role in the Desilijic crime family, which is run by his first cousin Jabba.
Recent developments
Tuuba arrived on Pantano to reconnect with his agent the Klatooinian, who had been scouting potential business ventures with the likes of Kif Momo, Dinek Tarkona, and the Cantina Turner. His ship, the Blackjack, is docked in Bay 87, whose generator is known to strain the grid and cause rolling blackouts in some of the other bays, including Docking Bay 71, which is now impeding an active Imperial investigation. Tuuba and his retinue have posted up in the high roller's table at the Pantano Casino.
Personality
Until we actually meet him and he takes on a personality of his own, everything about Jabba the Hutt, with whom he is as close as Hutt relationships get (so, lukewarm), can stand in for Tuuba. But where Tuuba differs from his cousin are his willingness to cut more deals, take more risks, and he always feels a hot streak coming on or that a long shot is going to pay off; this gambler's attitude is what initially draws him to the PCs (and vice versa), as they are both wildly erratic and wildly profitable.
Tuuba's majordomo is the modified protocol droid RE-G4T0. He's been known to work with the Klatooinian and Pon Shal, and he's the one who put out the hit on the bounty hunter Morn which started this whole mess.
Behind the scenes
Tuuba the Hutt is (metaphorically) a snake, and he's named after the Snake Tuba. I think I'm going to name his ship the Blackjack after Setzer's airship in Final Fantasy VI. The Imperial Navy will (begrudgingly) allow Tuuba's ship to bypass their blockade to prevent having to waste resources on a turf war in Hutt space while they're actively hunting down the Rebel Alliance.

Occupying the dual role of benefactor/malefactor, he has one of those sexy Nemesis stat blocks and wears a suit of plot armor.
